Yellow River Engineering Consulting Co., Ltd. (hereinafter referred to as YREC) is a science and technology-based enterprise restructured from a government institution in September 2003. YREC grew out of the Reconnaissance, Planning, Design and Research Institute of Yellow River Conservancy Commission established under the umbrella of the Ministry of Water Resources in 1956. The scope of business covers a wide range of specialized fields: 1) planning of river basin and regional management and development, 2) study of major subjects in river management and development, and 3) investigation, designing, consulting, supervision, and construction, general contracting of water conservancy and hydropower projects, ecological and environmental improvements, buildings, highways, thermal power plants, public utilities and associated facilities.

YREC has accumulated rich experience in silt-laden river management and development; prepared hundreds of comprehensive and special plans oriented to harnessing and developing the Yellow River, and successfully designed more than 30 large and middle-sized reservoir projects which have been built on the mainstream and tributaries of the Yellow River. These efforts have made great contributions to flood protection, water resources management and hydropower development in the Yellow River basin. Meanwhile, YREC has been carrying out a great deal of relevant designing and consulting of water conservancy, hydropower, road and bridge, civil engineering, municipal facilities, and eco-hydraulic engineering, which promote the development of our economic society.

Besides the domestic projects, YREC has participated in many international cooperation and exchange programs in USA, Canada, UK and France, etc., and provided investigation, designing and consulting services for projects in Sudan, Equatorial Guinea, Angola, Nepal, Vietnam and Malaysia, Mongolia, etc.

YREC has developed a high-quality professional team which is capable of performing commitments in planning, investigation and designing for large and middle-sized water conservancy and hydropower projects. There are 1840 employees, including 1200 technical personnel, 30 experts entitled of special government subsidy, 91 professor engineers, 379 senior engineers, and over 1000 registered architects, structural engineers, cost estimators, and supervision engineers.

YREC owns Grade A comprehensive qualification certificate for engineering design, Grade A comprehensive qualification certificate for engineering investigation, and Grade A qualification certificate for surveying and mapping, consulting, project cost consultation, construction supervision, equipment manufacture supervision, hydrological and water resources investigation and evaluation, as well as preparing soil and water conservation programme. YREC has capability and extensive experiences to carry out investigation, planning, designing, scientific research, consulting, construction supervision, and general contracting of large and middle-sized water conservancy and hydropower projects.

For many years, YREC values technology innovation and optimizing designing work, winning 27 National Awards for Science and Technology Advances and Awards for Excellence, 142 Science and Technology Advancement Awards at the provincial and ministerial level, 6 national patents for invention, editing and co-editing 42 national and industrial standard specifications.

YREC is well staffed and equipped for multi-disciplinary projects. It has been appraised as one of the 100 Top Engineering Consulting Institutes in China since 1992 and as one of the 60 Top Engineering Designing Institutes in China by US ENR and China Construction Times since 2004; elected as a provincial civilized unit since 1995 and as national civilized unit of water conservancy system in 2008; received the ISO 9001 certificate in 1997 and quality, environmental, occupational health and safety management system certificates in 2008; established the only postdoctoral work station of river basin authorities approved by the Ministry of Personnel in 2003; accredited as Hi-Tech enterprise of China in 2008. YREC has developed into a Grade A multi-disciplinary engineering consulting firm devoted to water conservancy and hydropower projects.
